  4.     Fourteen months after the U.S.S. Vincennes mistakenly shot
  5. down an Iranian passenger airliner over the Persian Gulf,
  6. killing all 290 people on board, Captain Will Rogers III and his
  7. crew last week came in for criticism from the commander of a
  8. vessel that was part of the same task force. In the September
  9. issue of the U.S. Naval Institute's Proceedings, Commander David
  10. Carlson asserts that the Vincennes had been run in a
  11. "consistently aggressive" manner and that this contributed to
  12. the decision to fire on the jet, which crew members mistook for
  13. an F-14 fighter.

  15.     Carlson, who was 20 nautical miles away, aboard the frigate
  16. Sides, says his crew had correctly identified the Airbus as
  17. nonthreatening. But the Vincennes crew, he speculates,
  18. "hankered for an opportunity to show their stuff," particularly
  19. their sophisticated Aegis antiaircraft system. "An atmosphere
  20. of restraint was not her strong suit," he dryly notes, adding
  21. that Navy wags had earlier dubbed the Vincennes "Robo Cruiser."
